Permitting Action Modification History

At the request of the Project Sponsor, NTIA is seeking to extend the Project’s permitting timetable for the proposed actions and their associated milestones to allow the Project Sponsor to submit complete applications for rights-of-way. Complete application submissions must include the appropriate application form, consent from landowners including Tribal resolutions for Trust lands and signed majority consent forms for any individual landowners or allotees, proof of appropriate insurance/bonding, appraisal valuation and compensation as necessary, and any waivers requested. To date, BIA has not received a complete application for any of the requested rights-of-way for the project.  The requested extensions provide sufficient time for the Project Sponsor to work through the necessary processes and coordination to submit a complete application to BIA.

BIA coordinated with the project sponsor (Santa Fe Indian School) and the lead agency (NTIA) to adjust the milestone deadlines. We propose bumping Zuni Agency ROW (where construction is intended to begin first) out 6 months and bumping Ramah Agency and Southern Pueblos Agency ROWs out 9 months. This will provide sufficient time for SFIS to submit complete ROW applications and for legal review of recently submitted waivers for definite location. For further justification, please see the attached. As always, the NTIA and BIA are supportive of completing milestones earlier than the Dashboard deadlines. The BIA is prepared to process applications as soon as all required documents and materials are submitted.
