Per BLM on 1/11/24, the initial application was received on 12/29/23, which is ahead of the scheduled 2/29/24 milestone date.  The first milestone has been completed.  BLM requested to add a second milestone to their action to establish a date for the complete application received.  BLM is proposing 3/15/24 for that milestone.

BLM did not receive an application on October 31, 2023, the original due date for submitting the initial right-of-way application for the Alaska FiberOptic Project Segment 1 FAST-41 project, to the BLM. Out of an abundance of caution, the BLM has requested to change the right-of-way authorization “Initial application received” milestone from the amended date of December 15, 2023 to February 29, 2024.  This change will ensure maximum flexibility for Doyon in preparing and submitting their initial application. This change also ensures that the BLM still has latitude to change the date, outside of the non-conformance process.

Doyon (applicant) intends to meet the October 31, 2023, due date for submitting the initial right-of-way application to the BLM. The BLM will continue to support them in meeting this milestone. However, out of an abundance of caution, the BLM is requesting to change the right-of-way authorization “Initial application received” milestone from October 31, 2023, to December 15, 2023. This change will ensure maximum flexibility for Doyon in preparing and submitting their initial application. This change also ensures that if Doyon needs additional time, the BLM's latitude to change the date outside of the non-conformance process is met.  Changing this interim milestone does not precipitate a change to the final milestone date.  The final milestone date is dependent on the NEPA action.
