The overall proposal addresed protection for 10 miles around lower Manhattan. HUD funds would support the first phase, which includes creation of a 1.4 mile flood protection system at East River Park to protect the Lower East Side from storm surge and sea level rise. Within the proposed project area, the City of New York would install a flood protection system that is within City parkland and streets. The system may include a combination of berms, a reliable coastal flood protection system for the area, a goal of the project is to improve open spaces and enhance access to the waterfront, including at East River Park and Stuvesant Cove Park
