The Application to FERC has not been rendered complete for environmental purposes. FERC issued the data requests identified above in the description field to the project sponsor to rectify an incomplete application. Each information request states that once we have received responses to all outstanding information requests and reviewed them for completeness, the Commission will establish a schedule for completing the EIS. Commission staff estimates that a draft EIS can be issued 6 months after receipt of a complete application. This estimated timeframe is subject to change based on the scope and complexity of the project, the information and resources available to each participating/cooperating agency, the significance of the project's effects and the sensitivity of the natural or historic resources that may be affected by the project, which will become known upon receipt of outstanding information requests.

Commission staff estimates that a final EIS can be issued within 5-10 months after issuance of the draft EIS. The comment period on the draft EIS for this project must include a timeperiod for FERC to conduct government-to-government meetings and comment meetings, and for BLM to conduct subsistence hearings, that falls within the appropriate time of year where tribes are available due to subsistence windows (e.g. most tribes are available during the winter months). This estimated timeframe is subject to change based on the appropriate time to meet with tribes in consideration of subsistence windows, and the scope and complexity of the project, the information and resources available to each participating/cooperating agency, the significance of the project's effects and the sensitivity of the natural or historic resources that may be affected by the project, which will become known upon receipt of outstanding information requests.
