Section 7 of the Endangered Species Act, called "Interagency Cooperation," is the mechanism by which Federal agencies ensure the actions they take, including those they fund or authorize, do not jeopardize the existence of any endangered and threatened species. Under Section 7, BLM must consult with the U.S. Fish and Wildlife Service (Service) about how the proposed solar project and Right of Way Grant application may affect a listed endangered or threatened species. Section 7 Informal Consultation will result in a Biological Assessment to be completed by the BLM and submitted to the Service to start Formal Consultation. Formal Consultation will occur from the Draft Supplemental Environmental Impact Statement (EIS) until the Final Supplemental EIS, resulting in a Biological Opinion written by the Service.
