The PPA is a legally binding agreement between the Government and a non-Federal sponsor (state, port authority, etc.) for the construction of a water resources project. It describes the project and the responsibilities of the Government and the non-Federal sponsor in the cost sharing and execution of work. The PPA must be executed prior to the beginning of construction and allows us to accept the non-Federal sponsor's funds to accomplish this work.

The Environmental Protection Agency issues this permit to allow suitable dredged material to be placed in a designated ocean disposal site.

Biddability, constructability, operability, and environmental certification that is performed as part of the finalization of the procurement documents that will be used to advertise the construction contract.

The water quality certification permit is issued by the State under Section 401 of the Clean Water Act. The permit is issued by the state to regulate activities that will result in the discharge of dredged material into navigable waters.
