FTA will forward copies of DEIS to EPA NEPA review office in Washington, DC. EPA will Publish NOA in Federal Register; public review period will begin on date of publication and will run for 45 days after. A public hearing will be held at least 15 days after publication of NOA in Federal Register. GDOT will make copies of DEIS available for public review and will advertise local notice of availabiliy in local media.

The FEIS will be prepared after public comment period closes. All substantive comments received during public review and agency review periods will be addressed in the FEIS.

Notice of Availability/Public Review Period for FEIS Department of Transportation Dale Youngkin 11/25/2013 Planned

The public review period for the FEIS will begin on the day the Notice of Availability is published in Federal Register by the Environmental Protection Agency and will run approximately 30 days after date of publication. GDOT will make copies of FEIS available for public review and on project website. GDOT will advertise a local notice of availability in local media. FTA must observe a 30-day wait period from the Notice of Availability of the FEIS before issuing a Record of Decision (ROD).

GDOT will work with FTA and cooperating agencies to draft Record of Decision (ROD). After reviewing all of the environmental materials and any comments on the FEIS, FTA would issue a ROD that would conclude the NEPA process.

Section 106 Memorandum of Agreement/Programmatic Agreement Department of Transportation Brian Smart 09/02/2013 Planned

If FTA determines that the proposed project would have an adverse effect on historic resources, FTA would work with the State Historic Preservation Office, the public, and other consulting parties to development a Memorandum of Agreement (MOA) or Programmatic Agreement (PA) for the treatment of historic properties. The MOA/PA would be signed and included as an attachment and refereced in the appropriate chapters of the FEIS.
