Because this project includes the alteration of the bed, banks or channel of a stream, or the adjacent riparian vegetation, the project will require a 1600 Streambed Alteration Agreement Permit (issued by the California Department of Fish and Game). In addition, because the project involves a regulated activity in the Coastal Zone, a Coastal Development Permit (issued by the California Coastal Commission) will need to be obtained.

Section 401 of the federal Clean Water Act specifies that states must certify that any activity subject to a permit issued by a federal agency (e.g. Army Corps of Engineers) meets state water quality standards. In California, the state and regional water boards are responsible for the certification of Section 404 Permits issued by the Army Corps of Engineers. Thus, because this project requires a 404 Permit issued by the Army Corps of Engineers, it also requires a 401 Certification issued by the Los Angeles Regional Water Quality Control Board (RWQCB).Additionally, in California, funds appropriated for capital outlay projects may not be expended by any state department until the local Public Works Board has approved preliminary plans for the project.

Under Section 7 of the Endangered Species Act, Federal agencies must consult with NOAA's National Marine Fisheries Service when any action the agency carries out, funds, or authorizes (such as through a permit) may affect a listed endangered or threatened species. Because this project involves an Army Corps of Engineers permit and may have the potential to affect endangered Southern California steelhead trout, a Section 7 Consultation may be required.
